The Luton Carnival Arts Development Trust (LCADT) founded in 1998, is an independent arts development agency set up to provide advocacy, training, education and outreach activity that promotes the value and impact of carnival arts.

LCADT defines carnival arts as those art form derived or evolved from the very roots of carnival in Africa, Asia, the Caribbean, Europe and South America, namely drum, dance, calypso, costume (mas), steel pan, stilt walking, street theatre and sound systems (soca, chutney, rapso, samba, salsa, meringue. These art forms are constantly evolving and as a result the LCADT want to widen the scope of art forms traditionally not regarded as carnival arts, these will include: asian and Islamic music and dance from Bhangra to Zouk music, circus skills and many more.

The Trust believes that participation in and enjoyment of the carnival arts can significantly enhance racial harmony, improve the quality of life, build a confident local cultural identity, improve educational attainment and tackle social exclusion.


LCADT works in partnership with the organizers of the Luton International Carnival in striving to raise standards and promote best working practices across the carnival arts field and in so doing aims to establish Luton as an International Centre of Excellance for Carnival for the year 2005.

The Trust aims to realise its mission by:-

1. Raising awareness, understanding and appreciation of the carnival arts through community workshops, outreach activity, educational programmes, exhibitions and performances.

2. Building the capacity of individual carnival artists and carnival arts organisations through the provision of master classes, accredited courses, business and management skills training and by the creation of new employment opportunities.

3. Building new partnerships that will increase investment in, and the impact of, the carnival arts development programmes.

4. Acting as a resource and reference point for the development of new carnival arts initiatives in the region and nationally

5. Providing the infrastructure and support that will enable new carnival industries to flourish.

6. Encouraging innovation, collaboration and the development of new work that will challenge and inspire others.

7. Working toward establishing a Luton National Centre for Carnival Arts providing focus for Carnival arts development.
